I can only answer the question as it relates to the state of California.
Years ago (I do not know exactly when, but it was decades ago) the state decided to grant the PA designation to accountants working in public accounting that had a requisite amount of experience. With the stroke of a pen, these accountants became PAs. PA licenses are no longer issued. Just because of the laws of nature the number of PAs still in practice continues to shrink (as they retire or die). PAs can do exactly what CPAs can do; it is just that you cannot obtain a PA license. Again, all of this is as it is in California.
